Samuel Owusu is a PhD (ABD) in Research, Evaluation, Statistics and Assessment at the University of Southern Mississippi. He earned the B.A. in Political Science and Sociology from the University of Ghana, M.A. in Public Administration from Central Michigan University, M.A. in Evaluation, Measurement and Research from Western Michigan University, and M.S. Educational Studies and Research from the University of Southern Mississippi. Samuel is also earned Project Management Professional (PMP) certificate from the Project Management Institute in 2020.

Owusu is a Research Support Center Associate at the University of Southern Mississippi and advises doctoral (EdD) students with capstone research projects. He taught research methods course at the Regent University of Science and Technology in Accra-Ghana and also served as a teaching assistant in research and program evaluation courses at the University of Southern Mississippi. Samuel demonstrated leadership skills and became the first African to become the Graduate Student Senet President from 2022 to 2024 at the University of Southern Mississippi.

In the United States, Samuel is a Research and Evaluation Associate II at Centerstone Research Institute and consulted for the Center for Research Evaluation. In Ghana, Samuel continues to offer consultancy services to JMK Consulting Limited and has worked on several local and international projects funded by various organizations including USAID and Ghana National Household Registry.
